Message from the Region 16 Superintendent of Schools
At the Regional School District 16 Board of Education meeting last night, October 21, 2025.
They approved: Act for the resolution regarding the roof replacement and solar installation at Woodland Regional High School.
They further approved to hold a referendum on December 2, 2025, in the Towns of Beacon Falls and Prospect to be conducted by voting machines from 6:00 a.m. to 8:00 p.m., for the purpose of voting on whether to approve the proposed $2,300,000 Capital Improvement Project for roof replacement and solar installation at Woodland Regional High School.
At last night's meeting my notes are as follows: This is a Smart Investment for Our Students and Our Taxpayers.
This project is fiscally responsible, addresses critical infrastructure needs, and secures the financial future of Regional School 16 for decades.
This is more than just a roof replacement; it is a vital, self-funding investment in our community..
- The Woodland Regional High School roof is over 25 years old and has reached the end of its usable life, resulting in continuous leaks, maintenance costs, and potential for interior damage.
- We are proposing a complete roof replacement paired with a state-of-the-art solar array, ensuring a 20-year warranty on the roof and 25 years on the panels.
- Despite the total project cost, about 7 million dollars and the fact we have to borrow 2.3 million, the combination of state reimbursement (71.07% from OSCG&R), federal tax credits, and Eversource incentives means the net cost to the district is actually less than zero—a projected net positive return of $225,647.
- This project is projected to generate over $2.6 million in additional estimated utility savings over the next 15 years, immediately lowering our operational budget and freeing up funds for direct educational resources.
We need your "Yes" vote on December 2nd to approve the necessary initial bonding, unlocking these millions in state and federal funding for our high school
